Any person owning, keeping, harboring or having custody of any dog or cat over three months of age within this city must obtain a license. 2. Why do I need to vaccinate my pets?

State of Texas requires that all pets be vaccinated for rabies.Vaccinations should be done after the dog/cat is three months and before it becomes 4 months old, with a booster shot given 12 months from the date of the first rabies vaccination. Re-vaccination thereafter is on an annual basis in accordance with city ordinance.A rabies vaccination certificate will be provided that identifies each pet that they are current on their vaccinations. Distemper, parvo and other disease vaccinations are given initially to puppies and kittens between 4 and 6 weeks of age. Your veterinarian will give you a proper vaccination schedule to follow for adequate protection for your pet. Distemper and parvo are almost always fatal and highly contagious. For the health and well being of your new family member, we highly encourage keeping current with their vaccinations.

3. Why do I need a heartworm preventative?

Heartworms are spread by mosquitoes and develop in a dog’s heart, eventually killing the pet.
Heartworms are very prevalent in the Southern states.A monthly preventative and annual heartworm test will keep your pet healthy from this devastating parasite.A monthly flea preventative can help keep your pet and home free of disease bearing fleas. Fleas can carry diseases and parasite eggs. One such parasite which affects dogs and cats is the tapeworm.

4. Why do I need to restrain my pet on my property?

City Code requires that all pets, including cats, be confined to their owner’s property.Pets are not allowed to run free of restraint. 5. How many pets can I have in the city?

2. Does the City require a license to conduct business?

The city does not require a license to operate a business within the city limits. However, a business must register a DBA (Doing Business As) name with the County Clerk. A business must also register with the State Comptroller for sales tax collection. County Clerk

3. What is number to call in for an inspection?

Please call (830) 221-4068 and leave your permit number and information. If the call is placed before 7:00 am, the inspection will be automatically scheduled for the same day. Future improvements to this website will allow inspections to be scheduled online.

4. Do I need to be registered to be a contractor in the City?

All general contractors must be registered with the city. Specific trades such as mechanical and electrical must be licensed with the state and registered with the City. Homeowners can serve as their own general contractor if their property is registered as their homestead at the appraisal district. Homeowners cannot be their own contractor on other owned property.

5. Where is the utility company?

1. What notice is required by the Texas Open Meetings Act?

The Texas Open Meetings Act requires written notice of the date, hour, place, and subject of all meetings. The agendas for all meetings must be posted at least 72 hours before the meeting.

The issue is whether an expenditure of money serves a valid public purpose. If it is a purely charitable donation, it is prohibited by the Texas Constitution.

3. Can citizens vote on property taxes?

No. The Texas Tax Code provides that the governing body adopts a tax rate for the current tax year. Only if the effective rate exceeds eight percent may citizens obtain signatures to force a rollback election.

4. How do I file a claim with the City?

2. During a disaster how many hours should a person be prepared to be on their own?

Some disasters will be "local" and response to recovery maybe be quick; but everyone should be preparing for a "Worst Case Scenario." A "worst case scenario" would be a 72 to 96 hours or longer type of disaster, and though the "worst case scenario" doesn't happen very often, preparing for it will carry a person through all other events that are more likely to occur.

3. How much water does a person need to consume a day?

There is not a hard and fast rule but a good guide is when a person is thirsty they should consume water or other liquids that may count toward a person getting enough liquids. Preparing for an emergency or disaster; the rule of thumb is one gallon of water per person per day. People need at least one half gallon of water daily just for drinking. There are many other considerations that come into play on water consumption. Take the following into consideration:
1. Individual needs vary, depending on age, physical condition, activity, diet, and climate.
2. Children and nursing mothers, and ill people will require more water.
3. Very hot temperatures can double the amount of water needed.
4. A medical emergency might require additional water.

4. Where should I keep my Emergency Supply Kit?

Because you do not know where you may be when disasters occur; you should prepare an emergency supply "Go Kit" at your home, work and have something in your vehicle too.

5. Who should be prepared for emergencies and or disasters?

Everyone! Residents of New Braunfels, visitors of New Braunfels of course the local, county and state governments. NO ONE should voluntarily sit out a disaster or emergency here in New Braunfels. 1. What is the City’s current property tax rate? Who collects the City’s taxes?

The total tax rate is $.448362 per $100 of valuation; $.187 is for debt payments and the remaining $.2613620 is for operations and maintenance in the General Fund. The Comal County Tax Assessor/Collector collects the City’s ad valorem property taxes.

2. What is the hotel/motel tax rate?

The total rate in the City of New Braunfels is 13 percent with 7 percent going to the City of New Braunfels and 6 percent going to the State of Texas.

3. How does the City use the hotel/motel tax revenue?

Currently, the hotel/motel tax revenue is used for three distinct purposes. 14.3 percent funds arts and cultural activities provided by various organizations. 50 percent is provided to the Greater New Braunfels Chamber of Commerce to increase through promotion the City’s tourism and convention businesses. The remaining 35.7 percent funds the expansion and renovation of the City’s convention/civic center currently underway.

4. What is the City’s sales tax rate? How is it used?

The total sales tax rate in the City of New Braunfels is 8.25 percent with 1.5 percent going to the City of New Braunfels. 1. What is an ISO rating?

ISO classifies communities from 1 (the best) to 10 (the worst) based on how well they score on the ISO Fire Suppression Rating Schedule, which grades such features as water distribution, fire department equipment and manpower and fire alarm facilities. ISO field representatives use the schedule when surveying a community's fire protection capability. The score that is determined from applying the Fire Suppression Rating Schedule is translated into a public protection classification. A perfect score in Texas is 106.5. It consists of 50 points for fire department capabilities, 40 points for water supply and distribution, 10 points for receiving and handling fire alarms and 6.5 points for a "Texas Addendum" that grades fire safety education, building code enforcement, fire prevention code enforcement and fire investigation capabilities.

The current rating inside the city is a 2. Outside the city, but less than 1000 feet from a fire hydrant and less than 5 miles from a fire station is also a 2. On October 30, 2006, the City of New Braunfels adopted Texas Local Government Code Chapter 143 Civil Service. Our members now enjoy consistent hiring, promotional, disciplinary, and termination practices. As a result, our hiring requirements and practices have also changed.

7. What is the Move Over Act?

Slow Down or Change Lanes for Stopped Emergency Vehicles

SB 193 requires drivers nearing stopped emergency vehicles-with lights activated -to either slow down or change lanes.

The law states a driver must. unless otherwise directed by a police officer, either vacate the lane closest to the stopped emergency vehicle if the road has multiple lanes traveling in the same direction or slow down 20 miles per hour below the speed limit. (If the speed limit is below 25 mph the driver must slow down to 5 mph.)

Emergency vehicles include police, emergency medical service and fire vehicles.

A violation is punishable by a maximum fine of $200. If the violation results in property damage, the maximum fine increases to $500. If the violation results in bodily injury, the offense is enhanced to a Class B misdemeanor.

The new law was passed in the last regular session of the Texas Legislature and went into effect Sept. 1, 2003.

Geographic Information Systems

1. What is GIS?

Geographic Information Systems (GIS) are systems of hardware, software, and procedures to facilitate the management, manipulation, analysis, modeling, representation, and visualization of geo-referenced data to solve complex problems regarding the planning and management of resources.

It is the ability to produce a map image that sets GIS apart from other database systems. Perhaps more simply, a GIS gives you tools to answer questions about a location (geographic information). You can combine layers of information stored in a database that may include addresses, aerial photographs, dates, and other numerical values.

2. Can I download the data?

Many of the City's GIS datasets are available for download in either GIS or CAD format. An interactive website is available at http://maps.nbtexas.org/gisdownload. Use the Data Extract tool to draw your area of interest, specify the datasets and format you would like, and then click the Extract button. When the process is complete, the site will display a dialogue box for you to save the ZIP file.

3. Can I download imagery?

The City of New Braunfels does not store imagery data in a format readily available for downloading. Instead, we are focused on using the latest GIS server software to publish imagery services for the public to consume on-demand into their own GIS map documents.

ArcGIS Desktop users can extract an imagery tile approximately one-mile square by accessing the City's imagery services (see FAQ topic), adding the desired service into their map document, and then following these simple steps:
1. Select the imagery service from the ArcMap table of contents.
2. Right click on the imagery layer and select Data > Export Data...
3. Select the Data Frame radio button in the Extent section
4. Note the output location on your local harddrive
5. Select your desired image format, compression type, and compression quality
6. Click Save.

This will create a copy of the image extent on your local computer. The highest resolution imagery is limited to a one-mile tile for performance reasons.

4. How do I access the City's map and imagery services?

Anyone with ESRI's ArcGIS Desktop software can use the internet to access the City's map and imagery services for inclusion in their ArcMap documents. You do not need to have a copy of the imagery on your own harddrive.

To access our imagery and other map services:
1. Open ArcCatalog
2. Click on GIS Servers > Add ArcGIS Server
3. Select “Use GIS Services” and click Next
4. Enter the URL “http://maps.nbtexas.org/arcgis/services” and click finish. This will create a connection called “arcgis on maps.nbtexas.org”.
5. Open the connection and open either the Maps or Imagery folder
6. Select the desired service and add to your ArcMap document.

CAD users will need to use the ArcGIS for AutoCAD software plug-in developed by Esri and use the same URL to similarly configure it based on their particular system.

5. How do I use this data in AutoCAD?

To improve accessibility to both GIS and CAD users, the City is focused on providing on-demand services available through the internet. Any of the City's GIS map or image services can be integrated into AutoCAD by using the ArcGIS for AutoCAD software plug-in developed by Esri. If, however, you need to have a local copy of data, refer to the FAQ items on downloading.

6. What projection is the City’s data stored in?

7. What is the difference between GIS and a traditional map?

Both GIS and traditional maps represent the real world. One way of thinking about it is that the GIS is the data while the map is the picture. The end result of GIS analysis is often a map, or cartographic output, but it is only one of many output types. Once created, a traditional map cannot be changed. However, as an integrated system, a GIS allows users to ask new questions of a database and visualize answers.

8. What is different about the City of New Braunfels Interactive GIS website from other similar websites?

First and foremost, it is designed as a communication tool. Most similar sites allow users to view data. By using the Markup Tools, Project Save, Email Map, and Create PDF tools, the City of New Braunfels’ site allows users to draw on the image and send that to others. It provides a new medium for the citizens of New Braunfels to communicate with City staff and each other.

7. Who can be excused from Jury Service?

You are entitled to be excused as a juror if you:

• Are over 70 years of age


• Have legal custody of a child under 10 years of age and jury service would leave the child unsupervised


• Are a student of a public or private secondary school


• Are a student enrolled and in actual attendance at an institution of higher education


• Are an officer or an employee of the Senate, the House of Representatives, or any other department, commission, board, office, or other agency in the legislative branch of state government


• Are the caretaker of a person who is unable to care for himself/herself (an invalid)


• Can show a physical or mental impairment or an inability to comprehend or to communicate in English

If you qualify for an exemption and want to serve as juror, you may appear for jury duty and not claim an exemption. If you qualify and wish to claim your exemption, you must contact the Court.
